Chapter 1.0: The Virtual Asset Licensing Framework

This Standard Operating Procedure (SOP) governs the technical compliance execution for entities engaged in Virtual Asset activities within the UAE mainland. Engineered in absolute conformity with CMA Decision No. 4/R.M/2026, these unalterable protocols form the foundation of our regulatory licensure and operational survival.

Under this new federal schema, the Capital Market Authority (CMA) has established the "Eight Pillars" of licensed activities. Any deviation, unauthorized service provision, or failure to enforce the technical safeguards (particularly regarding the Prohibited Assets Policy which bans privacy tokens algorithmically masking transaction streams) will trigger immediate enforcement under Article 71 of Federal Decree Law No. 33 of 2025, subjecting the firm and its officers to criminal fines and imprisonment. All key management protocols defined herein for Cold Storage and Travel Rule compliance must be enforced continuously with zero administrative tolerance.
